President and CEO, Alexandra Gelpi Carter, AICP, is well respected and known throughout the state of Louisiana and the country for her innovative disaster recovery planning, flood risk reduction, grants management, and strategic implementation expertise. She has demonstrated an uncanny efficiency in complex community planning challenges, as well as navigating disaster response procedures and federal program management requirements. After serving the public in Jefferson Parish, St. John the Baptist Parish and the Louisiana’s Office of Community Development; successfully managing $1.2 billion in federal grants and awarding over $700 million in projects across the state; Alex founded Desire Line as a limited liability company to provide more direct, efficient, and effective support to communities and nonprofits.
