2045 Comprehensive Plan
The City of Mandeville is updating its Comprehensive Plan to guide public and private decisions about future growth, preservation, and change within the city over the next 20 to 30 years.
Desire Line was selected to lead this important project for the city, with the goal of focusing recent planning activities, aligning project strategies, and supporting near-term development decisions that will shape the city’s future for the next generation. The Plan development process builds from and leverages recent studies, and includes an assessment of land use and zoning, parks and recreation, economic development and business, environmental sustainability and hazard mitigation, community character and placemaking, historic preservation, infrastructure, transportation, housing and neighborhoods, art and culture, and health resources and active living.
The city has made community involvement and leadership at a variety of levels, including the Planning Commission, city staff, the Steering Committee and community members a driving force with the Plan development process. To this effect, a wide variety of engagement techniques are being deployed to reach as many people as possible, including in-person and online meetings, in-person and online surveys, tabling at community events, meetings in a box, stakeholder interviews, presentations to local groups, teen and youth engagement, and more.

Content Neutral Sign Code, Comprehensive Land Use Ordinance (CLURO) Amendments
Desire Line provided professional code writing services to comprehensively update city signage regulations.
Services included incorporating content neutral provisions, addressing code clarification, updating graphics, and removing redundant and contradictory language. Desire Line completed a code audit (review and analysis of existing regulations; relevant legal precedent; and subsequent case law), conducted outreach and engagement, presented recommendations at local public hearings, and successfully supported adoption of the new sign code in June 2023 via Ordinance No. 23-19. The city continues to utilize the Sign Code today and has noted a marked increase in user understanding and streamlined local administration of the Code.
