Comprehensive and Strategic Code Writing and Mapping Services
From 2022-2023, Desire Line provided planning consulting services including direct, in-person staff augmentation to support local permitting, MS4 CRS PPI program, and floodplain management compliance; and produced targeted, high priority code amendments that advanced the 2040 City Comprehensive Plan.
Strategic code updates addressed city signage (adopted), fees (adopted), code enforcement (complete and will be heard in Fall 2024), tree and landscaping (adopted), and multi-family housing regulations (adopted).
From 2023 to 2025, Desire Line is working with the City, public and stakeholders to complete a comprehensive code and zoning map update to address changing development patterns, to improve code usability and clarity with updated graphics and procedures, to move towards a plain English approach to communicate requirements, to promote more sustainable and resilient future development patterns, and to implement design standards and guidelines for Main Street and historic areas.
Comprehensive land use, district, zoning map analysis, findings, and approach project elements are complete. Code drafting efforts are 60% complete and expected to be ready for City Council adoption in late-2024 / early 2025.
