2045 Comprehensive Plan
In partnership with Villavaso & Associates and Tangipahoa Parish, Desire Line drafted the Parish’s 2045 Comprehensive Plan to guide development for the next 20 years.
Many thanks goes to the public, Steering Committee, Planning Commission, and Council members for strong leadership and participation throughout the Plan development process and ongoing commitment to Plan implementation in the years to come. Outreach efforts included multiple digital surveys, a project website, 2 community meetings, 6 Steering Committee meetings, and tabling at local events. The Comprehensive Plan was adopted unanimously by the Planning Commission on November 7, 2023, followed by a resolution of support unanimously approved by the Council on November 27, 2023 (Resolution No. 23-44).
The Plan includes 17 chapters that:
1) Detail the Plan vision, which reads “In 2045, Tangipahoa Parish is a vibrant and secure environment where residents enjoy historic connections to nature and the Parish’s agricultural heritage, while also reaping the benefits of robust infrastructure, a balanced approach to growth and development, a thriving economy, and a strong and innovative education system;”
(2) Provide issue based case-making to support short- and long-term funding opportunities to advance the Plan;
(3) Identify four key focus areas supported by targeted Plan goals, objectives, strategies, and tasks to most effectively realize the Plan Vision through impactful Plan implementation in the years to come;
(4) A robust and user friendly Implementation Strategy and Timeline tied to focus area goals, strategies and tasks; and
(5) A detailed Capital improvement Plan to guide immediate plan implementation activities, including project costs, status, funding opportunities, and local entities responsible for next steps.
The Plan ushers in a new “hazards first” approach to comprehensive planning in Louisiana, placing significant value on planning for future, sustainable development by embedding within all recommendations a detailed and focused awareness of local flood risk conditions, mitigation opportunities, and the impacts of future development on existing residents and business owners’ flood risk exposure.
